This feature is now in GA, so it makes sense to add a support for it. I didn't switch to Go SDK as we don't have a version with scopes yet.

This feature is now in GA, so it makes sense to add support for it - for both PAT and ObO tokens.
Switched to Go SDK for both resources as well.
