feat: add pane command registry core

Summary

• add a daemon command registry with IPC binding tests for daemon-owned channels
• route folder, session-log, and resource monitor IPC handlers through the shared registry
• replace remaining folder and panel event direct window sends in this slice with the runtime event sink

Testing

• pnpm typecheck
• pnpm lint
• CI=1 pnpm --filter main test
• PANE_DIR=/tmp/pane-phase2-command-registry-core xvfb-run -a pnpm test:ci
