Phase 2: route session runtime IPC through registry

Summary

• route remaining runtime-owned session and panel-data IPC handlers through PaneCommandRegistry
• keep adapter-only sessions:set-active-session as direct IPC alongside the existing non-daemon debug/archive handlers
• extend registry binding tests to lock the session ownership split in place

Validation

• pnpm typecheck
• pnpm lint
• CI=1 pnpm --filter main test
• PANE_DIR=/tmp/pane-phase2-session-runtime xvfb-run -a pnpm test:ci
