feat: route git status IPC through registry

Summary

• route git status and history IPC handlers through the shared Pane command registry
• keep git mutators and clone on direct IPC for a later reviewed slice
• add binding coverage that locks the read-only vs mutating split in place

Testing

• pnpm typecheck
• pnpm lint
• CI=1 pnpm --filter main test
• PANE_DIR=/tmp/pane-phase2-git-status-runtime xvfb-run -a pnpm test:ci
