feat: route git mutator IPC through registry

Summary

• route the remaining daemon-owned git mutator and clone IPC handlers through the shared Pane command registry
• bind the full git channel surface through the registry instead of keeping a final direct IPC carve-out
• update the binding regression test to lock the final git registry contract in place

Testing

• pnpm typecheck
• pnpm lint
• CI=1 pnpm --filter main test
• PANE_DIR=/tmp/pane-phase2-git-mutators-runtime xvfb-run -a pnpm test:ci
