Removes the stale 'profile/tone unchanged' line the axis cutover falsified, records the flag retirements under Removed, folds the Polar hold entry into an Operations section, and adds the unlogged deepseek serving controls and the two client fixes. Changelog pins regenerated (same 13 fingerprints).

First npm publish since 6.3.4. Ships the v7 voice-axis cutover (#685), the deepseek free-tier serving controls (#677), the Polar hold rewrite (#668), and the go-live ops records. After merge: tag v7.0.0 → release workflow publishes to npm (prepublishOnly gates run in CI).
