Holding this PR — ESLint 10 isn't viable for the DHIS2 stack yet.

eslint-plugin-react@7.37.5 (latest) and eslint-plugin-import@2.32.0 (latest) both call APIs that ESLint 10 removed (context.getFilename(), sourceCode.getTokenOrCommentBefore(), etc.). Their peer deps top out at eslint ^9, and pnpm lint crashes at the first React rule under ESLint 10.

Swapping to the maintained forks isn't a clean path either:

• @eslint-react/eslint-plugin (the modern alternative to eslint-plugin-react) is TypeScript-first and ships no PropTypes rules at all — react/prop-types, react/no-unused-prop-types, react/sort-prop-types, react/forbid-prop-types, etc. @dhis2/config-eslint is shared with JS-only DHIS2 codebases that still rely on PropTypes for type checking, so dropping those rules is a real regression we can't accept.

We're waiting for the upstream PRs:

• ESLint v10 support import-js/eslint-plugin-import#3230 — ESLint 10 support via feature detection. Open since Feb, 35 reviews, mergeable, last touched a few days ago. This is the keystone.
• Fix ESLint v10 RuleContext API removal (follow-up to #3972) jsx-eslint/eslint-plugin-react#3979 — ESLint 10 cleanup. A maintainer commented that this is just waiting on #3230 to land; remaining work after that is straightforward.

Once both ship, the bump should be boring — just version bumps in @dhis2/config-eslint and here, no config changes, no downstream cleanup. Re-bumping early would force an eslint-plugin-react → @eslint-react/eslint-plugin swap that regresses our JS codebases.

Closing this PR for now. Dependabot will re-propose when the ecosystem catches up.
