This allows the FTS backend to be used for HTTPS-based transfers; in the case the DAVS protocol is used, a SciTokens provider is specified.

I was going to close out #1114 - decided to wait on the SciTokens support for now and just do the basics. |

I do not know when next Agents release is out, but I assume the functionality testing will be due at that time, if we decide to included the changes. For now I just double-checked that both changes compile, so it should be no harm. |
