These couple commits
network=nonewhen running the docker container. This fixes a docker bug about not having space for network interfaces. This container doesn't need any networking so this is finesubmit_building_docker.pyscript to use multiple levels of subdirectories so that there are never more than >100 directories/files in a single dir. This should help with filesystem load
