Document third external builder check

Summary

• add the confirmed @dmetagame external compatibility run alongside the two existing builder checks
• pin all three repositories, successful hosted runs, and verified commits
• scope replay wording to one loaded SDK runtime and state that the nonce registry is in-memory, non-durable, and non-distributed

Verification

• pnpm check
• 33 test files / 192 tests
• 160-file public privacy gate

Private submission and recording materials were updated locally and remain outside the repository.
