This pull request retires the Microsoft.Data.SqlClient 5.1 pipeline infrastructure by disabling automated builds and triggers, as version 5.1 is now out of support.
Changes:
- Removed branch triggers and scheduled builds for the
internal/release/5.1branch - Disabled all PR and CI/CD triggers by setting them to
none - Added documentation comment indicating the retirement date

MDS 5.1 is now out of support, so we're retiring the pipelines and related infrastructure.
