This commit allows using [build-system-variables](http://docs.sublimetext.info/en/latest/reference/build_systems/configuration.html#build-system-variables) while setting python interpreter in projects

This would allow using sublime build expanded variables, for setting python interpreter in project files, i.e.:
Should work on build 3068 and later.
