Catch DIRTY/CONFLICTING PRs in the first iteration of Step 4a so we rebase + force-push before entering the polling loop, instead of burning a 30-min timeout on a PR whose CI was never going to fire. Also distinguish "no checks reported" + non-DIRTY (workflow misconfigured / paused / awaiting approval) from in-progress so the user gets a real signal instead of silent polling.
