feat(health): improve path recovery robustness and webhook handling

This follow-up PR adds additional robustness to the health system:

• Improved Path Matching: Updates WebDAV MOVE logic to handle differences between absolute and relative paths in the library_path field.
• Enhanced Webhooks: Expands 'Smart Re-linking' to include Download events, ensuring records are correctly linked even if the initial move wasn't caught perfectly.
