Stop importing yaml, because we don't need 2 serialization formats for an IRC bot. Use config option to determine whether to respond to PM.

The important part for IchiryuBot is the lua_bot bugfix, but the config-related changes are also useful in general. I assume we don't want the bot to talk about Sword Girls cards in #wonted, so you'll want to use the negation of the config options I'm using...
