Summary

• publish the OpenDomain 0.1.0-alpha.10 public candidate
• add multi-product governance and fail-closed public dependency closure
• expose stable Core API 1.0 validation, semantic query, and bounded context export entrypoints
• keep Candidate boundaries outside accepted context exports
• add explicit offline installed-package smoke coverage

Why

This cutover makes the reviewed public projection available for GitHub CI without changing main, creating a tag, or publishing a release.

Validation

Local candidate validation completed before push:

• 224 tests passed
• example and model validation passed
• installed-package smoke passed in offline mode
• standalone build and smoke passed
• exported commit inventory matched the reviewed 141-file candidate
• package, lockfile, manifest, and CHANGELOG agree on 0.1.0-alpha.10

Remote CI must pass the Node 20/22 CI matrix and four-platform standalone matrix before any release approval is considered.

Boundaries

This PR is intentionally Draft. It does not authorize merge, tag creation, npm publication, GitHub Release creation, or standalone release asset publication.
