This PR completes the Passpod architectural reset and establishes the Passpod Specification v0.1 repository checkpoint.

• Archival of superseded TASK-era material
• Passpod v0.1 CI and repository gate

Boundaries

This is a specification and repository checkpoint. It is not:

• a Python package release
• an HTTP binding
• a Reference Profile release
• a production-ready release

Validation

• 55 tests passing
• Passpod v0.1 public repository gate passing
• Canonical JSON and workflow YAML parsing verified
• Markdown links verified
• Final release-readiness audit passed with no blockers

The annotated tag passpod-spec-v0.1 already points to the final checkpoint commit.
