Gate the new Node 20 runtime requirement
On an operator or support-VM host still using Node 18—the version supported by Playwright 1.61.1—this upgrade makes the palette dependency unsupported, but qa/support_vm_preflight.py only checks that node exists and can therefore still report the host ready. Coordinate this bump with a Node >=20 check in the preflight (and declare the requirement in package.json) so browser persona/release sweeps fail before launching rather than during the Playwright run.
