Pin mcp below v2 until migrating the server
With this minimum raised to mcp>=2.0.0, fresh installs of servers/rules resolve the SDK v2 package, but servers/rules/server.py still imports FastMCP from mcp.server.fastmcp. The v2 release notes state that FastMCP is now MCPServer, so starting this server now fails at import time before any tools are registered. Please either keep a <2 upper bound (for example mcp>=1.28.1,<2) or migrate the server import/constructor path in the same change.
