Follow-up to #63. Extracts the five durable-requirements handlers from the backend composition root into a shared tested adapter, preserving authenticated actor/audit wiring while keeping both public and private index modules within reviewed architecture ceilings. Verification: public/private builds pass; focused requirements tests 35/35 in each tree; public full suite 972 passed + 3 skipped; private full suite 1336/1336; architecture ratchets pass across 183 public and 189 private backend modules.
