• publish the BEAR-109 completion-scope correction as v2.1.7

Verification

• experiment registry: 13 experiments, 3 capabilities, 2 preflights, 14 negative fixtures
• shipped logic: 1,258 lines, below the 1,500-line ceiling
• go test ./...
• go test -race ./...
• go vet ./...
• shell syntax and installer/guide parity
• Darwin arm64 and amd64 builds stamped 2.1.7 with verified checksums and architecture metadata
• arm64 candidate version --json and self-test --json

Capability evidence

No title actuation mechanism changed in this release. It retains the previously verified native hook/title contract documented by TB-CAP-NATIVE-HOOK-PARTICIPATION, TB-EXP-0108-002, and closed preflight TB-PRE-0108-002. This release only makes the existing local native-catalog boundary explicit in end-user copy.
