devnet-7: move buildoor canary to buildoor-lodestar-ethrex-1 - #50

lighthouse-geth is not winning bids (InvalidGasLimit), so a builder there can never win slot 31 and never exercise the withholding scenario. Move the canary to lodestar-ethrex, which wins; prysm-ethrex stays on main-latest as the winning control.

Follow-up to #49. lighthouse-geth is currently not winning bids — its submissions are rejected with
bid failed gossip verification: InvalidGasLimit(fix pending) — so the action-plan-rules canary there could never win slot 31 and could never exercise the withholding scenario it exists to test.Moves the canary to
buildoor-lodestar-ethrex-1, which wins bids (no bid failures observed over 10 min).buildoor-prysm-ethrex-1— the other winning builder — stays onmain-latestas a control, and lighthouse-geth goes back tomain-latest.
