Rename following the team/org rename to SPECS: - Team name in README and the weekly meeting template/workflow - Issue template renamed: steel-weekly-meeting.md -> specs-weekly-meeting.md Monthly summaries are left untouched as a historical record.

Renames the team name from STEEL to SPECS, following the org rename (
ethsteel→ethspecs):README.mdand the weekly meeting issue template + workflowsteel-weekly-meeting.md→specs-weekly-meeting.md(workflow reference updated to match)Monthly summaries are left completely untouched as a historical record (team name, recap titles, and
steel.ethereum.foundationlinks all preserved).Note: the
steelrefs in the call-reminder files (.github/calls.yml,.github/scripts/call_reminder.py) live on the unmergedcall-reminder-botbranch, so they were renamed there instead (see #77).
