This new official MIRROR_STRATEGY points readers to docs/CM_PHASE1_09_MIRROR_STRATEGY_DECISION.md, but that file is not present in the repository checkout for this commit (searched docs/ for *MIRROR* and *CM_PHASE*). As a result, the policy claims there is a detailed rationale/prior closure record that agents cannot open, which breaks the traceability this section is meant to establish; either add the decision record or point to an existing document.
