• update cats to 2.13.0
• update tapir to 1.13.28
• update munit to 1.3.4
• update circe to 0.14.16
• update Scala to 3.3.8
• update SBT to 1.12.14
• disable sbt-scalac-opts-plugin (not useful for Scala 3, yet)
