• Port the static member constraint resolution tests from PR [All] Fix generic parameter resolution in inline functions with static member constraints #4160 (JS) to Python and Beam targets
• Covers: two/three generic params, multiple constraints per param, reversed param order, nested inline functions, and various type combinations
• All 6 tests pass on both targets (Python: 2088 passed, Beam: 2260 passed)
