This brings this project in line with other Fog repositories in using GitHub Actions. I actually don't think Travis CI is running at this time. I didn't look into it, but probably due to their pricing/policy changes. Taking inspiration from the `fog/fog-core` repository, I used this `fog/.github` repository for the workflow configurations. It looked to closely match what was in the Travis CI configuration.
