Added the option for HamLib rigs to be able to send a series of startup commands to rig when it is opened. For instance with the K4 it can be useful to set the FPS to 30 or other things.

Added the option for HamLib rigs to be able to send a series of startup commands to rig when it is opened. For instance with the K4 it can be useful to set the FPS to 30 or other things. Because every time the rig is powered on it is reset to 15 FPS.
