• AGENTS.md·.github/copilot-instructions.md에서 "조직 저장소 조망" 섹션 제거 — 개별 저장소 작업에 필요한 규약이 아니라 참조 지식이라, 이제 rutter 저장소에서 직접 읽는다
• 남은 규약: 문서 작성 규약, 저장소 위생(shipshape) + PolicySet rule 5개
• .pilot/rutter.lock·release.yaml 갱신 (revision 3)
