Mark frappe set-up at install so the desk never forces its wizard, and set default_app to suite so users land on /suite. Suite's onboarding now gates on Suite Settings.setup_complete (frappe's Installed Application flag is reset to 0 on every migrate, so it can't hold suite's state).
