Summary

Queue PR jobs only when the PR head branch matches the mentioned agent lane: codex/workspace, claude/workspace, or huma/workspace.
Block fork PRs and unexpected PR branches instead of creating or moving branches.
Store PR head/base branch context with queued jobs and keep local .state secrets ignored.
