Deletes the non-functional Cloud Manager from source. Fixes critical issues preventing the Kubernetes Manager from working, removes dependency on deleted Cloud Manager, and improves external documentation and developer README.md.
Tested changes by running the KubernetesManagerIVT with Minikube and kubectl proxy, and the cicsk8s cluster with ServiceAccount token authentication.
Changes
