This is as a start for the Hackathon. It adds the API stats from Grafana API for EU. @gsaudade99 is working on adding the number of users, we can add them with the same logic.
Then we need to convince the other admins to follow the logic and collect those as well.
This PR also makes the `--test´ faster, by querying only EU tool availability if the test is run.
