Summary

Split gateway secrets into ~/.pi/gateway/config.local.json so the base config stays shareable.

What changed

Added a shared config loader that merges config.json + config.local.json
Moved Telegram/security reads to the merged config
Updated daemon watcher and CLI status to use the overlay
Documented the split and ignored *.local.json

Verification

pnpm exec tsc --noEmit
pi-lens diagnostics clean on edited files
