The two solutions I see are either sending the PR to ::science overlay or requesting numba to be moved to ::gentoo. I think the former should be easier to accomplish |

This adds the OpenAI Whisper package and it's dependency, tiktoken.
I'm adding them mainly for AI Speech-to-Text feature of Kdenlive with ROCm support through pytorch, since Kdenlive's whisper installer supports only CUDA.
Sending as pull request as whisper pulls the dev-python/numba package from ::science overlay and I'm not sure if GURU packages can pull dependencies from this overlay.
