The day's merged PRs (#941/#951-#963 wave) landed without their changelog entries; this adds them in house style ahead of the 0.9.20 cut: the resident-serve performance story, app punchcard + menubar PR strip (and the Workflow strip retirement), the PR-attribution time bound, shell-reads/corrections detector fixes, coverage flooring, the dash one-shot rate, and the #868 activation fix.
