scoverage was sacrificed because the ones published for a new enough Scala to work don't work with 2017 rig

If this is still alive, it needs a 3.3.6 section. Or maybe it works with the new 2.13.x and 3.x syntax.

This can't work until the org is moved to Sonatype Central Portal and someone with write access sets up API credentials. I still don't know whether it will work without cracking open sbt-rig ...
