Commits dba1c4babc4f99ad2622bb913d87045775dda735 and 25b8e179d8d7ed86769c02f648772dd5fb43dc3c resolve to form parser limit fixes, the 1.3.1 release URL returns 200, and PyPI confirms starlette==1.3.1. The advisory JSON validates against the OSV schema.
