Springboot4 Upgrade

Updating the repository for the new Springboot 4 release. This contains:

• Updates on the pom file, in line with the new dependencies.
• Changes on the certain package locations e.g. security and endpoints.
• Increased the app version

Testing Procedure

1. Swicth to the springboot4-upgrade branch and "Clean and Bulid" through Maven.
2. Uncomment the "url" parameter in the AtonServiceClient and CKeeperClient feign client classes.
3. Create a local run configuration on the "dev" profile and connect to the test eureka.grad-rrnav.pub config server.
4. Run the service locally and open the web interface from http://localhost:8762
5. Login and see the registered vdes devices.
6. Open the AtoN list of the "VDES1000 TX" device and see the two AtoNs included.
