The repository is Apache-2.0, but the Quick Start downloads weights licensed under tabfm-non-commercial-v1.0, which does not permit commercial or production use. Add a prominent notice so users do not assume the default Quick Start usage is covered by Apache-2.0 alone. Fixes google-research#29
