This PR adds a chatbot to the web UI and an HTTP API to connect with an external chatbot service.
The end goal is to demo Grafana Cloud AI Observability.
We'll create an additional Python service running the AI agent that will interact with QuickPizza.
The Docker Compose setups have not been configured yet. Currently, the UI can be tested by running
make dev.
