Adopt nine-day agent-cadence post-pilot operating plan

What changed

• converts the post-pilot operating recommendations into a nine-day (P9D) agent-cadence plan;
• applies an exact 0.1 deadline transform to the former 90-day phases and gates;
• sets the standard-operation human-action budget to zero;
• reserves one exact-revision Human Steward activation disposition and any later authority-changing decisions;
• retains exact-head review, protected merge/readback, adverse evidence, and mathematical claim boundaries;
• adds workstream gates for maintenance reliability, durable high-water recovery, CMDG, odd-zeta, PRVSR, visual migration, and external value.

Why

The institution is operating at agent cadence. Calendar-scale deadlines and routine human routing would become the limiting resource without adding authority or evidence quality.

Impact

This is a Council-review candidate. It does not activate itself, expand automation authority, create a merge gate, certify mathematics, or authorize production, publication, or commercial claims.

The Referee reconciled nine repair gates covering exact activation identity, source/target lineage, closed state vocabulary, complete dependency DAG, cutoff and terminal semantics, baseline/role/WIP identity, aggregate resource ceilings, expiry/custody/recovery, and fresh exact-candidate retabling.

PR #493 should remain a draft while those governed-byte defects are repaired. No current review, check result, or deadline start carries forward to a changed candidate.
