Allow rendering hosted content with DCR locally

What is the value of this and can you measure success?

We're in the process of migrating the Hosted Content pages from being rendered in frontend to being rendered using dotcom-rendering

We are using the article app to do this so in order to run this locally, we need to run frontend and DCR together. This is quite cumbersome over time and it would be nice to be able to:

1. use the devBuild frontend app to render these pages since this is the normal route for developers using frontend
2. be able to render Hosted Content pages without having to run frontend locally at all. Ideally we would be able to run DCR and point to a CODE or PROD url to see a dotcom-rendering version of the page

What does this change?

Allows rendering Hosted Content pages via dotcom-rendering by running the devBuild app
