Hal Seki is the Representative Director of Code for Japan. As a policy entrepreneur and civic hacker, Hal leads initiatives that leverage technology and citizen participation to address social challenges. Following the Great East Japan Earthquake in 2011, Hal launched the information-sharing platform sinsai.info, which became a pioneering example of crisis mapping. In 2013, Hal founded Code for Japan and has since helped grow one of the country's largest civic tech communities.
Hal currently serves as a Senior Expert at Japan's Digital Agency, Chief Innovation Officer for the City of Kobe, and Chief Digital Service Fellow for the Tokyo Metropolitan Government. Hal also advises more than 15 local governments across Japan on digital transformation and civic tech initiatives. In addition, Hal is a board member of the GovTech Association, promoting public–private collaboration to advance a more open and digital society.
