Aborts the candidate-20 canary so the channels return to stable 17 with no
active promotion. Generation 20 cannot be promoted at all: its own artifact
carries the gap-pin binding fixed in happyvertical/have-config#361, so it
rejects the very transition that would install it (observed on #99, which this
abort supersedes). Generation 21 republishes the same payload plus that fix and
takes its place; preparing it requires this abort first, because a candidate is
already active.
