Release headlined by a hardened Responses tool namespace boundary, account-wide
usage inspection and profile switching, and durable per-goal line-change
accounting. It also carries the portability and CI repairs needed to keep the
feature train green across Linux, macOS, and Windows.

- Accounts: `get_usage` can inspect usage and rate limits across every saved
ChatGPT auth profile concurrently, report per-profile health, and recommend
the best available profile without exposing private email or account
identifiers. `manage_auth_profiles` can switch through the normal session
settings path or toggle session-local automatic switching, and low-capacity
sessions receive a targeted usage-tool prompt. (#418)
- Goals: track lines added and deleted for active goals and aggregate totals for
goal plans across app-server, mission control, TUI, and persisted state.
Accounting follows committed and uncommitted work, isolates linked worktrees,
serializes concurrent writers, and correctly subtracts reverted changes.

- Tools: enforce the reserved Responses namespaces and canonical first-party
contracts for image generation and web search across extension registration,
deferred discovery, runtime admission, and provider request serialization.
Untrusted or stale extension metadata can no longer claim those namespaces or

- Portability: make CLI working-directory snapshot tests reliable on Windows,
preserve Windows read-only app-server workers and unmaterialized archive
threads, and gate Unix-only daemon and exec-policy test items correctly.
