don't think we have a formal 0.13.1 headlamp-plugin release so this PR is blocked on that. more things to update there as well

@skoeva hi, I was wondering if there's a way to get the newer version of OpenCost plugin somehow or will there soon be a new release? There's a bug in the plugin where it doesn't load currently and the fix for it was merged on 7th of February. It would be really great to get the plugin version with the fix soon 🙌
