Release v0.3.0 — bumps the public burnless CLI from 0.2.1 → 0.3.0 (packages/cli/package.json + src/version.ts; internal packages stay at 0.1.0).

Release steps (post-merge, maintainer-driven)

1. Apply 0012–0014 to the Neon production DB.
2. Push annotated tag v0.3.0 → release.yml builds the fat-artifact, attests provenance, and creates a draft GitHub Release.
3. Review + publish the draft release (feeds burnless.ai/latest + install.sh).
4. npm publish the burnless package.
