docs(rules): run the review process as rules

Final PR in the CONTRIBUTING-to-rules conversion. Migrates the Review Process into the DEV-4xx category and finishes CONTRIBUTING as a narrative index over the rules.

New rules:

• DEV-410 reject with Request Changes for objective problems
• DEV-420 scout open PRs when idle
• DEV-430 deliver bug-free work; review is a safety check

With this, all four categories exist (21 rules), CONTRIBUTING is down from 441 to ~120 lines of connective narrative, and its intro states the rules are the source of truth when the guide and a rule disagree.
