Document PC711 matching boundary and hardware validation

What changed

• clarify that the early matcher targets PCI 1C5C:174A plus NVMe class 01:08:02, which may also appear on untested P31 and BC711 devices
• update the English and Chinese validation boundary with the completed macOS 15.7.9 stress, sleep/wake, reboot, hash, and APFS results
• add bilingual hardware-validation and bug-report issue forms
• expand contribution and installation guidance with the fields needed for independent hardware samples

Why

The project needs accurate scope language and structured external hardware reports. The controller model string is unavailable before the failing Identify command, so the repository must not imply that the PCI matcher can distinguish every PC711 from other devices sharing the same ID.
